The cell phone and email would go into a system much like twitter for emergency situations. Another thing that could benefit is the Amber Alert system. Of course, as with almost all things web2.0, it isn't just the technology that's the magic bullet -- it requires an institutional decision to change the modus operandi. How would VT know at whom to tweet? Maybe Twitter ought to look into developing a functionality that gives educational institutions and such the ability to broadcast emergency info based on the city/state in users' profiles. Not a perfect filter but it'd be enough to seed the clouds. Absolutely.
